Cannot place a call from Contacts app
Description
From Phone app, I can dial, say, 01234 123456 and the destination phone rings.
In Contacts, for that same number, expressed that same way (UK local area code, space, number; no +44 or anything), if I tap the contact number, I get an alert at the bottom of the screen saying "Is there a typo? Error code undefined". I have tried this with four target numbers of this same form.
Perhaps the phone app is normalizing the number but the calling service is not?
This is with the current nightly testing build (in fact, my own build of that) with "Doug Reeder's PR to fix the Contacts app", on a Nexus 4.

I can replicate this. Probably the number gets sent incorrectly somehow.
I have +31 6 xxxx xxxx in Contacts. Which doesn't dial correctly in phone app. However when I dial the same in the phone app with + 31 6 xxxx xxxxx it also doesn't work. It changes it into 31 6 xxxx xxxx and fails right away. When dialing 06 xxxx xxxx from the phone app it works.
