Description

Wi-Fi will not connect to open networks, also the System Menu shows all networks with a padlock regardless of security.

Repro:
Fresh boot
Open System Menu
Turn on Wi-Fi
If networks show, they will all be listed with padlock
(Sometimes they will not show at all)
Open Settings
Wi-Fi networks show with the correct security
Tap unsecured network
Nothing happens
